A 2005 survey of 701 companies in the Philippines asked managers if they had solicited a bribe in the past year. Findings showed that more than one-fifth of the respondents had done so when dealingwith government agencies, either to request a local government permit or license (36 percent), payincome taxes (30 percent), petition for a national government permit or license (28 percent), or import goods (21 percent).69
